When I try to slide a take on the tape to line it up with the bpm markers, nothing happens.
The blue encoder seems to work in all its other functions, but shift + blue encoder on tape is doing nothing at all.
I know I’ve slid tracks around in the past no problem. Hopefully I’m overlooking something.

Is the section of tape longer than 90 seconds? If I’m not mistaken, I believe the portion of tape must fit within the lift limit. Try slicing the segment somewhere and see if you can then move it (you will have to move the portion before or after it to give room first).
Also, you can’t move it if it’s up against adjacent slices
