Definitely try PicLab, it offers a lot of options that work well with album cover design.
I’ve been designing way before I ever thought about making music, so I have no reason to use this app for album covers, but I will say that it was a fun app to quickly make cool designs or put ideas together while away from the computer. If I didn’t have any other way of making an album cover, I’d probably use this too.
