Same issue for me. I just got an OP-1. I can enable the radio, but every single frequency is either silence or static noise.
Tried tweaking the threshold and volume up and down and scanning by clicking green. no luck.
US mid west, plenty of strong nearby FM stations.

Tried a factory reset, reenabling radio, no change in behavior.
Update
My unit didn’t come with a manual, but when I read the instructions on the Teenage Engineering website, I see that a pair of headphones can act as an antenna, fixing the static.
